upon any sidewalk or public path shall use such device in a careful and prudent manner and at a rate of speed no greater than is reasonable and proper under the conditions existing at the point of operation, taking into account the amount and character of pedestrian traffic, grade and surface, and shall obey all traffic control devices. Every person using a unicycle, coaster, skateboard, in-line roller skates (roller blades) or roller skates or other similar device upon any sidewalk or public path shall yield the right-of-way to any pedestrian thereon.
C. The use of roller skates, in-line roller skates (roller blades), skateboards or other similar devices is prohibited within the area bounded by Fifth Avenue on the north, Sixth Avenue on the south, "E" Street on the east and "G" Street on the west (the blocks containing the Town Square and the Performing Arts Center).
