Arcadia, CA Public Conduct: Skateboarding Rules (2026)

Part 4 of Article III, Chapter 3 was added by Ord. 2179, adopted 5-20-03. It defines the Designated Skating and Skateboarding Area as the portion of Bonita Park located at Second Avenue and Huntington Drive where skating and skateboarding facilities have been constructed. The City Council designated the area in § 3341 and requires signs posting the § 3342 rules. Hours of operation run from 8:00 a.m. until 10:00 p.m. The City Manager can increase them on a particular day or period of days on a limited basis, for good cause and upon finding minimal inconvenience to persons and minimal interference with the quiet enjoyment of nearby property.

Every user must wear a helmet, elbow pads and kneepads. The rules also bar any use other than skateboarding and skating; bicycles or scooters on the skating surface; alcohol, drugs, or smoking any legal or illegal substance; skating on the curbs or driveways of City-owned areas around the area; graffiti or tagging; reckless riding or willful disregard for the safety of persons or property; animals of any kind; glass containers; and jumps, ramps or other obstacles. Users must place trash in the receptacles the City provides.

Section 3343 says failure to comply results in immediate removal of the violator from the area, and a violation of any section of the part is an infraction punishable under the Code and state law. Outside the park, the wheeled toy rules apply. Section 3312 lists skateboards as wheeled toys, § 3320 bans them from sidewalks in a business district, from sidewalks adjacent to a place of public assembly, and from public recreation courts, and § 3321 bars using, operating, parking or leaving a wheeled toy on the travelled way of any public street or alley.
