Subsection (15) of Sec. 28-1 groups several equipment-based restrictions inside every county-owned 'public recreation area': parks, the recreation center, playgrounds, ball fields, tennis courts and their parking lots. ' The ban is location-specific rather than park-wide: it targets the paved walkways, the tennis courts themselves, and the areas immediately around concession stands, restrooms and picnic shelters, where wheeled equipment collides with pedestrian and dining traffic. It sits next to a companion rule in the same subsection barring golfing anywhere in the parks except a designated area at West Craven Park, and a firearms ban that covers the whole recreation area.

Enforcement runs through Sec. 28-1(18) and (19): Recreation and Parks staff or any law enforcement officer can eject a rider from the area, and any violation of the chapter 'shall constitute trespass' in addition to whatever other penalty applies, which for an unspecified chapter violation defaults to the Code's general $500 civil penalty under Sec. 1-11. The rule reaches every recreation facility the county owns or controls, so it applies the same way at a Vanceboro-area ballfield as at a New Bern-adjacent county park, though it has no effect inside the separate park systems the towns of New Bern, Havelock and the county's other municipalities operate for themselves.
