East Orange, NJ Public Conduct: Skateboarding Rules (2026)

Chapter 189, adopted by the City Council on April 10, 2023 by Ordinance No. 7-2023, draws a hard line around East Orange's business districts and civic spaces. Section 189-2, Operation prohibited in certain areas, makes it unlawful to ride or operate a bicycle, roller skates, scooter or skateboard on any sidewalk within a commercial zone district, in or upon any municipal parking facility, on any public plaza, on posted private property, or on any public fixture such as a bench, wall or railing. The ban is broader than a typical downtown-only rule because it also reaches municipal parking lots and any privately posted property citywide, not just the business corridor.

Chapter 189 defines a skateboard as a vehicle with a narrow footboard mounted between four small wheels operated by placing one foot on the footboard and pushing with the other, and defines scooters and roller skates in similarly specific terms so enforcement is not left to guesswork. Section 189-6 assigns enforcement to the East Orange Police Department. The chapter's cross-reference section notes it works alongside Section 189-3's roadway rules (single file, obey signals) for skateboarders who are riding outside the restricted zones, so a skater can be lawfully rolling down a residential street one block and unlawfully on a commercial sidewalk the next.
