Folsom, CA Public Conduct: Skateboarding Rules (2026)

25 of the Folsom Municipal Code regulates skateboards, in-line skates and roller skates citywide. On private property, skating is barred wherever the owner has posted "no skating" signs at the main entrance, or after the owner, an authorized agent, or a police officer has personally told the rider to stop within the previous seven days. 030(B) confines lawful skating to public roadways, sidewalks, bike paths, and park walkways. While using those areas, riders must yield the right-of-way to pedestrians, cannot skate recklessly or without due care, cannot impede vehicular traffic, and on a roadway may only use the far left side or the bike lane marked on the left.

The police chief, with the public works director's concurrence, can post additional areas off-limits to skating whenever it poses a hazard. Skating is banned outright on handicap access ramps, stairs, curbs, benches, handrails and similar fixtures on any property, public or private. Riders cannot cling to a moving vehicle or bicycle, and drivers cannot pull a skater or let one hang on. After dark, as defined by Vehicle Code Section 280, skaters on a roadway, sidewalk, bike path or walkway must wear reflective clothing or a lighting safety device.

Building or using a ramp on public property requires the city's express written permission; unauthorized ramps are declared a public nuisance the city may summarily remove. 09 with a $50 minimum sanction.
