Sacramento, CA Public Conduct: Skateboarding Rules (2026)

Sacramento's pedestrian-mall chapter, City Code Chapter 12.44, applies to the city's three protected malls: the K Street Mall (7th to 13th Streets and the 11th Street spur), the Chinatown Mall, and the Sacramento Entertainment and Sports Center's public pedestrian easement, per §12.44.020. Within those areas, §12.44.080 bars anyone from roller skating, riding a skateboard, or operating 'any device having wheels' unless the activity is one of the narrow vehicle exceptions authorized under §12.44.060, which covers police, transit, maintenance, and permitted event and construction vehicles, not recreational skating.

The mall chapter separately bans motor vehicles under §12.44.050 and caps any permitted vehicle speed at five miles per hour under §12.44.090. Any violation of Chapter 12.44, including the skateboard and roller-skate ban, is an infraction under §12.44.040, prosecuted the same as the chapter's other mall-use violations such as unpermitted vending, sound amplification, and climbing on fountains. Sacramento regulates wheeled devices in several other public settings too: §10.72.040 bars bicycles, roller skates, and skateboards from the light rail right-of-way running seven and a half feet on either side of the tracks, and §12.72.120 requires a skateboarder at a city-owned skateboard park to wear a helmet, elbow pads, and knee pads.

The mall rule is narrower than a citywide skateboard ban, it applies only inside the mapped mall boundaries of Chapter 12.44, not on ordinary city sidewalks or streets.
