Garland, TX Public Conduct: Skateboarding Rules (2026)

Article VIII of Chapter 33, "City Facility Parking Regulations," governs conduct at five specific downtown properties: City Hall at 200 N. , the multi-level 5th Street Crossing parking facility at 341 N. , the Charles E. Duckworth Utility Services Building at 217 N. , the Garland Utility Payment Drive-Thru at 717 W. , and the Granville Arts Center at 300 N. Fifth St. 76(D) flatly prohibits skating, skateboarding, and rollerblading anywhere on the City Hall premises, in the 5th Street Crossing or City Hall parking facilities, and on any ramp, loading dock, or protrusion connected to any of the five named buildings; the ban applies at all times, not just business hours.

The article was adopted in 2011 and expanded in 2015 to add the additional civic buildings and their parking areas, reflecting the City's effort to control skateboard damage to curbs, railings, and pedestrian surfaces around its downtown government complex.
