(a)No person shall ride a bicycle or play vehicle upon a sidewalk within a business district.(b)The city's transportation services director is authorized to erect signs on any sidewalk or roadway prohibiting the riding of bicycles and/or play vehicles by any person on such sidewalk or roadway and, when such signs are in place, the operation of a bicycle and/or play vehicle on such roadway or sidewalk shall constitute an offense.(c)Whenever any person is riding a bicycle or play vehicle upon a sidewalk, such person shall yield the right-of-way to any pedestrian.(d)For purposes of this article, the term "play vehicle" shall mean and include all forms of unmanned, powered, wheeled transportation, including, but not limited to, roller skates, roller blades, skateboards, tricycles, scooters, play cars and pedal cars.

Subsection (b) gives the city's transportation services director authority to post signs prohibiting bicycles or play vehicles on any additional sidewalk or roadway; once posted, riding in the signed area becomes a separate offense even outside a business district.
Where riding is otherwise allowed on a sidewalk, subsection (c) still requires the rider to yield the right-of-way to pedestrians. Skateboarding in city parks is governed separately by Sec. 18-22(d) and (e), which restrict rollerblades, skates, bicycles, scooters, and skateboards to areas of the park designated for that use and bar them entirely around concession areas, spectator seating, parking lots, and adjacent walkways during athletic events, concerts, or special events. Motorized 'pocket' skateboards and similar powered ride-on devices are addressed by a third, distinct provision, Sec. 25-49, which separately bans unlicensed motor-powered skateboards and similar devices on public streets.
Violations & Fines
Riding a skateboard on a business-district sidewalk, or on any sidewalk or roadway posted against play vehicles under Sec. 25-42(b), is a misdemeanor enforced under the Sec. 1-8 general penalty, punishable by a fine of up to $500.00 per offense. Skateboarding outside a park's designated area under Sec. 18-22(d) is enforced the same way by park staff and police.
