Richardson, TX Public Conduct: Skateboarding Rules (2026)

Article X of Chapter 13 defines the Galatyn Park Urban Center as the area bounded by the DART light rail line to the west, Lookout Drive to the north, Performance Drive to the east, and the southern boundary of Galatyn Plaza, the transit-oriented mixed-use core that grew up alongside Richardson's Telecom Corridor office district. Within that footprint, Sec. 13-160(b) makes it unlawful for anyone on a skateboard, roller skates, roller blades or a similar device to go upon any public or private property, public or private street, alley, fire lane, parking lot or structure, sidewalk, the Galatyn Plaza itself, the Eisemann Center, or any other pedestrian-accessible area once that specific spot has been posted by the city or a private property owner as prohibited for those devices.

The rule is location-triggered rather than a blanket ban: a skater is only in violation where signage has actually gone up, which lets the city and individual property owners in the urban center target problem spots, plazas, building entrances, structured parking, without outlawing skateboarding across the whole district. The ordinance dates to Ord. No. 3596, adopted February 26, 2007, when the article was originally added as Article VII and later renumbered to Article X to preserve the numbering of the chapter.
