09 targets wheeled recreation in one specific downtown location: Donham Plaza and the adjoining City Parking Garage. Division (b) is an unconditional ban there, no person may ride a bicycle, skateboard, or roller skates or blades in the Donham Plaza or City Parking Garage at any time. Beyond that fixed ban, division (a) authorizes the City Manager to post signs elsewhere in the plaza prohibiting the same activities during special events sponsored by the City or events for which a parade permit has been issued, letting the City temporarily widen the restriction around festivals, concerts, or other organized gatherings without a separate ordinance for each event.

Division (c) adds a distinct, property-damage-based offense: no person may use a skateboard in Donham Plaza in a way that damages or defaces City property, which covers grinding on curbs, benches, ledges or other plaza features even in a scenario where general riding might otherwise be permitted.
