Orem, UT Public Conduct: Skateboarding Rules (2026)

Orem City Code 9-2-12, enacted by Ordinance No. O-02-0010 on February 5, 2002, targets skateboarding, roller skating, and roller blading on private property rather than public streets or business districts. The rule requires affirmative consent from the property owner, tenant, or another person with authority to grant it before using a driveway, parking lot, loading dock, or similar private surface for skating; riding on your own property, or with the owner's blessing, is not covered. The ordinance gives the City two enforcement tracks. A violation may be treated as a civil infraction and handled through the procedures in Article 19-6 of the City Code, which covers Orem's general civil-infraction citation and hearing process, or it may instead be prosecuted criminally as a class C misdemeanor.

That dual track lets Orem Police issue a low-level civil ticket for a first-time complaint while reserving the misdemeanor charge for repeat or more serious incidents. Because the rule is about lack of permission rather than the activity itself, a property owner who posts or otherwise communicates that skating is not allowed effectively brings any subsequent riding under this section, and commercial property owners frequently rely on it to keep skaters out of parking lots and loading areas.
