Warren, MI Public Conduct: Skateboarding Rules (2026)

Section 22-117(a) prohibits using a skateboard, roller skate, roller blade, scooter or similar non-motorized wheeled device on ramps and their railings, staircases and their railings, landscape structures, seating benches, and any area within or contiguous to a parking structure, on city or Downtown Development Authority property within the Downtown District. Subsection (b) extends the rule citywide in a narrower way: outside the Downtown District bans, no one may use these devices on a sidewalk, bike path or roadway in a manner that causes harm, destruction, damage or defacing of city or DDA property, or that interferes with the carrying on of public or private business.

Subsection (c) requires the city or DDA to post warning signs within the Downtown District identifying these restrictions. Enforcement runs through subsection (d): a violation is a municipal civil infraction carrying a civil fine of not less than $100 nor more than $1,000, plus costs, damages, expenses and other sanctions authorized by Chapter 87 of Public Act 236 of 1961. A repeat offense, defined as a second or subsequent violation of the same requirement within any twelve-month period, can draw an increased fine within that same $100 to $1,000 range.

The city may also seek an injunction or other legal process to restrain or abate a violation. A police officer who catches a violation may impound the device, and it is released only after the fines and costs are paid and the person shows proper identification and proof of ownership; anyone under 18 must appear at the police department with a parent or guardian to retrieve it. The ordinance was adopted by Ordinance No. 80-642 on January 23, 2007.
