West Hartford, CT Public Conduct: Skateboarding Rules (2026)

Chapter 53, Article I of the Town Code, first adopted in 1973 and amended in its entirety in 1988 and again in 2008, restricts where a bicycle, skateboard or pair of roller skates or roller blades may be ridden. Section 53-1.A bars riding on the sidewalks along a named list of streets in the LaSalle Road/Main Street business core: Burr Street (north side), Ellsworth Road (north side), Farmington Avenue (both sides from Walden Street to Raymond Road), LaSalle Road (both sides from Ellsworth Road to Farmington Avenue), Memorial Drive (both sides), and stretches of North and South Main Street.

Section 53-1.B goes further for skateboards and skates specifically, banning their use anywhere on the parking lots and grounds of Town Hall and Town Hall Common, the West Hartford Public Library at 20 South Main Street with the adjoining Webster Walk and Blue Back Square property, and the Police/Court facility at 103 Raymond Road. Section 53-2 authorizes Town authorities to erect signs marking the restricted business area and municipal complex. Section 53-4 defines a skateboard as any wheeled platform or seat designed to carry a rider in an erect, kneeling, sitting or prone position, expressly excluding wheelchairs or similar mobility devices for disabled persons. The Police Department enforces the chapter, and § 53-3 fixes the penalty for any violation at not more than $50 per offense.
