Beaumont, CA Public Health Rules: Restaurant Grade Cards (2026)

Section 8.01.020 of the Beaumont Municipal Code requires every food establishment and food facility to be inspected and graded uniformly on an official inspection form. The Enforcement Officer, defined in § 8.01.010 as the director of the County of Riverside Department of Environmental Health Services and that department's Environmental Health Specialists, sets the grade using the scoring method on the form. The inspectors are county staff, while the grading rule is a City ordinance. An A means a score of 90 percent or higher and a pass on the state's minimum health standards, with the card printed in blue. The middle band, 80 percent up to but not including 90, is printed as E in § 8.01.020 and called a B in § 8.01.030(C). It does not pass, and its card is green. A score under 80 percent earns a C, printed in red, and the facility can be ordered closed with its permit suspended or revoked.

The card measures nine inches by 11 inches, with a grade letter no more than five inches high. It is posted in a conspicuous place chosen by the enforcement officer at or near each entrance used by patrons, and only the enforcement officer can remove it. Public and private schools do not post a card, and neither do facilities that are not engaged in food preparation. Under § 8.01.030(C) a B or C establishment is re-inspected within five working days, and the grade stays posted. A score still below 90 percent after re-inspection opens the door to a suspension or revocation hearing, a citation or civil and criminal proceedings, and the officer can order immediate closure where there is an immediate danger to public health. Section 8.01.040 requires a permit from the County department, valid for not more than one year.
