54 states that the provisions of the San Diego Code of Regulatory Ordinances concerning permanent and mobile food facilities, found at Title 6, Division 1 of the County Code, are incorporated into the Oceanside City Code by reference. Because that incorporation covers both permanent food facilities (restaurants) and mobile ones (food trucks and carts), Oceanside restaurants are graded and inspected under the county's letter-grade card system rather than a separate city-run program. 55 requires every person or business needing a health-related permit or service from the County of San Diego Department of Environmental Health under this code to pay the county's established fee for that permit or service, including any delinquent payment fees, directly to the county.

53 separately requires all food vending vehicles to carry an annual business license inspection, and prepared-food mobile facilities pay the same business license fees the city charges restaurants. Because Oceanside has folded its food-facility health regulation into the county's regulatory structure rather than maintaining independent city inspection standards, complaints about a restaurant's posted grade, inspection score, or closure for a health violation route through San Diego County's Department of Environmental Health, which conducts the inspections and issues the placards under the incorporated county code.
