Section 8.48.020 requires that "all premises, improved or unimproved, and all open lots, areas, streets, sidewalks, alleys and other areas in the city shall be kept clean and free from all rubbish, loose material, lumber, boxes, barrels and loose iron that might serve as a harborage for rats," and any material capable of sheltering rats must be placed on supports so it provides no refuge. Section 8.48.030 separately requires every business building to be maintained "in a vent-stopped and rat-free condition by the owner or occupant," and § 8.48.050 requires food for human consumption and animal feed to be stored in ratproof containers, compartments or rooms unless already kept in a vent-stopped building approved by the health officer, while § 8.48.060 requires garbage and other waste material on which rats may feed to be kept in covered ratproof containers until removal.

The city sanitarian, defined in § 8.48.010 as the health officer or an authorized representative, conducts periodic inspections under § 8.48.070, and refusing an inspection made at a reasonable time is itself unlawful. When a violation is found, § 8.48.090 requires the health officer to serve the owner or occupant a written notice describing the specific violation and setting a compliance deadline of not less than fifteen days, which the health officer may extend in writing if that time proves too short for good-faith compliance; only a failure to comply within the notice period constitutes a chargeable violation of the chapter.

Section 8.48.080 separately bars possessing or turning loose rats in the city, except rats kept under a licensed physician, surgeon or technician's supervision for scientific purposes.
