New Rochelle, NY Public Health Rules: Rodent Control (2026)

Section 111-15 of the New Rochelle Building Code governs demolition permits, and Subsection B addresses rodent control directly: the Building Official shall require written certification that a building or structure is vermin- or rodent-free, submitted by an individual duly licensed by the State of New York to perform such work, prior to the granting of a permit for the demolition, removal or destruction of a building or structure. In practice this means an owner cannot get a demolition permit from the Bureau of Buildings until a New York State-licensed pest control operator has inspected the structure and certified in writing that it is clear of rodents and vermin, protecting workers and neighboring properties from displaced infestations during teardown.

The certification requirement sits alongside Subsection A's separate bar on demolishing a building where City taxes or assessments are unpaid, though that tax bar does not apply to unsafe buildings covered by Section 111-20. New Rochelle's broader pest and rodenticide rules live in Chapter 154, Fumigation and Extermination, which requires anyone using fumigants, insecticides or rodenticides commercially, or in any food establishment, to hold a permit from the Westchester County Department of Environmental Conservation and to notify the Fire Commissioner before extermination work using restricted rodenticides such as sodium fluoroacetate.
