The Rat Initiative announced in 2022 added a Rat Czar, indexed problem zones, mandated containerized trash for residential and commercial buildings, and tightened DSNY set-out windows. As of April 2024 most residential trash must be set out after 6 PM in sealed containers; commercial waste followed in March 2024. HPD enforces rodent-free housing under the Housing Maintenance Code §27-2017.
