North Hempstead, NY Public Health Rules: Rodent Control (2026)

Section 28-24A places the anti-infestation duty on the property broadly, covering grounds as well as buildings and structures, and requires that sources of infestation or potential infestation by rodents, mosquitoes, flies, bees, wasps, and other harmful or annoying insects be promptly removed once found. Subsection B requires that windows and other basement or cellar openings be screened with wire mesh or other suitable material wherever the potential for rodent or vermin infestation exists, and Subsection C requires self-closing entrance doors or screens, and screened windows used for ventilation, on residential buildings from June 1 through October 1 each year (with an exception for upper-story rooms high enough to be naturally free of flying insects).

This sits alongside § 28-22A(4)'s requirement that vacant lots be kept free of rodent harborage, and § 28-22C(3)'s requirement that foundation walls be kept plumb and crack-free specifically to prevent rodent entry into buildings. Enforcement runs through the same Article VI process: the Enforcement Officer serves a written notice of violation under § 28-35, giving the owner or occupant 5 to 45 days to eliminate the infestation source, with the Town authorized to correct the condition and bill the owner if the deadline passes unmet, and unpaid costs becoming a lien on the property collected like any other Town charge.
