Vineland, NJ Public Health Rules: Rodent Control (2026)

Under § 537-1, the City of Vineland has adopted the International Property Maintenance Code, 2024 Edition, in full, subject to the local amendments listed in § 537-2. Amendment E rewrites IPMC § 302.5, Rodent harborage, to require that structures and exterior property be kept free from rodent harborage and infestation; where rodents are found, the property owner must have them promptly exterminated using processes that will not injure human health, and must then take precautions to eliminate the harborage and prevent the rodents from returning.

The amendment also bars storing indoor upholstered furniture and accessories outside, since the code specifically flags that practice as creating nesting places for rodents. A companion amendment, § 537-2.I, rewrites IPMC § 304.5, Foundation walls, to require that foundation walls be kept plumb and free of open cracks and breaks specifically so as to prevent the entry of rodents and other pests, in addition to keeping the foundation watertight against basement or crawl space flooding. The Director of the Department of Licenses and Inspections enforces the Property Maintenance Code citywide, and § 537-2.E also amended § 302.4, Weeds, to cap uncut vegetation at eight inches and § 302.3 to require sidewalks, driveways and parking areas to be kept free of hazardous conditions, both of which reduce rodent cover on the same lots.
