Vineland, NJ Public Health Rules: Syringe Disposal (2026)

Vineland City Council added harm reduction centers and sterile syringe programs to the conditional-use list under § 425-304A(13) and (14). Beyond the 1,000-foot buffer from schools, day cares, playgrounds, parks and houses of worship, the operator must submit, with the site plan application to the Planning Board, a plan for addressing loitering by users during and after operating hours, and must disclose whether the facility will also run a sterile syringe program or any supervised drug-use or injection-site program; any such accessory use must include a plan for accessing emergency services.

Critically, § 425-304A(13)(f) limits a sterile syringe program tied to a harm reduction center to a mobile model only: syringes must be delivered or collected by a mobile vehicle, never distributed from a fixed location on site. A stand-alone sterile syringe program at a fixed address is even more restricted: § 425-304A(14)(a) allows one only as an accessory use to a harm reduction center, hospital, emergency medical service facility, or substance-abuse counseling or treatment center, and only inside the IN-1 Institutional Zone. Any application meeting these specific standards goes to the Planning Board for site plan and conditional-use review; the Board must act within 95 days of a complete application, per § 425-304D. If a specific standard is not met, the matter shifts to the Zoning Board of Adjustment as a variance under N.J.S.A. 40:55D-70d(3).
