Conway, AR Public Health Rules: Syringe Disposal (2026)

Conway Municipal Code § 5.04.20 authorizes the Sanitation Department to charge fees for household hazardous waste collected through the city's off-site collection drive program, and the household hazardous waste rate sheet codified with that section lists 'Sharps (syringes)' at $6.00 per pound, the same per-pound basis used for other categories like Dioxin Containing Materials and Mercury debris on the same table. Revenue from these household hazardous waste fees, along with the related white goods fees, is segregated into a separate account earmarked solely for financing the electronic waste and household hazardous waste collection drive program, so the sharps fee funds the same periodic collection events rather than the city's general fund.

The section does not set a needle-exchange or harm-reduction siting rule; it addresses only the disposal side, pricing syringes for intake alongside aerosols, paints, corrosives, oxidizers, batteries, oil filters, fluorescent bulbs and asbestos-containing material on the same rate sheet. Because the fee is charged per pound rather than per item, a resident or business bringing in a quantity of used syringes for the collection drive pays based on weight, consistent with how the rest of the household hazardous waste schedule prices flammable liquids, flammable solids and other hazardous categories.
