Article I of Chapter 17, "Residential Rental Registration," adopted by Ordinance No. 2663 (NCS) effective May 4, 2023, was deliberately scoped as a data-collection and fee program rather than a code-compliance inspection regime. " The registration fees fund landlord/tenant referral services, mediation resources, education, and outreach, per Sec. 05(a), but subsection (b) draws a hard line against launching inspections on the director's own initiative; only the City Council, acting separately, could authorize such a program in the future. What landlords must currently do is register each unit's address, parcel number, bedroom/bathroom count, and business-license number with the city within forty-five days, renew annually between July 1 and July 31, and pay a registry fee set by council resolution, all under Secs.

04. Compliance with that paperwork is checked through the registration database itself, not through site visits to individual rental units, and the community development director's annual report to the council under Sec. 06(a) assesses program effectiveness rather than inspection outcomes.
