The LA County RHHP provides a complaint-driven inspection process for tenants in unincorporated areas. Tenants submit complaints to the Department of Public Health Environmental Health Division. Environmental Health Inspectors contact the tenant within 3 business days of receiving the complaint and schedule an inspection within 7 business days. Complaints can cover any habitability issue including plumbing failures, pest infestations, mold, lack of heat or hot water, structural problems, and safety hazards. California Civil Code §1942.5 prohibits landlord retaliation against tenants who file habitability complaints, including rent increases, eviction threats, or reduction of services within 180 days of a complaint. Tenants may also file complaints with the County Department of Consumer and Business Affairs for additional assistance.
