The LA County RHHP provides a complaint-driven inspection process for tenants in unincorporated areas. Tenants submit complaints to the Department of Public Health Environmental Health Division. Environmental Health Inspectors contact the tenant within 3 business days of receiving the complaint and schedule an inspection within 7 business days. Complaints can cover any habitability issue including plumbing failures, pest infestations, mold, lack of heat or hot water, structural problems, and safety hazards. California Civil Code Β§1942.5 prohibits landlord retaliation against tenants who file habitability complaints, including rent increases, eviction threats, or reduction of services within 180 days of a complaint. Tenants may also file complaints with the County Department of Consumer and Business Affairs for additional assistance.
Landlord retaliation for filing complaints is prohibited under Civil Code Β§1942.5. Retaliation carries a presumption in favor of the tenant and may result in court penalties. Landlords who fail to address cited violations within 21 days face escalating enforcement.
