Full Breakdown

Section 6-1(h) of the Hoover Code of Ordinances adopts the International Property Maintenance Code, 2021 Edition, as the city's Property Maintenance Code, with local amendments listed in Section 6-2.8. It sets the baseline standard for every rental property in Hoover: utilities, structural condition, and general upkeep must keep a building safe, sanitary, and fit for occupancy. The Building Inspections Department enforces the code and can condemn a structure found unfit for human occupancy, ordering repairs or demolition. This is a citywide code, not a county rule, so it applies the same on either the Jefferson County or Shelby County side of Hoover.

Violations & Fines

Violations can draw a Section 1-5 penalty and a repair or condemnation order from the Building Inspections Department; a structure ruled unfit for occupancy can be ordered vacated or demolished.
