Sec. 18-103 states that Sections 18-104 through 18-121 govern the minimum conditions every building or structure occupied by humans, and the premises it sits on, must meet. Sec. 18-104 bars anyone from occupying or renting out a dwelling unit that does not meet the exterior standards in Sections 18-105 through 18-109, which require exterior areas to stay free of debris and garbage, proper grading to prevent standing water, extermination of rodents and vermin (the owner is responsible in shared areas of multifamily buildings), sound accessory structures, and driveways maintained so material does not wash onto the street.

Sec. 18-110 applies the same occupy-or-rent bar to the exterior structure standards in Sections 18-111 through 18-114. Sec. 18-111 requires every foundation, exterior wall and roof to be kept in a workmanlike state of repair and free of holes, cracks or breaks that admit rain, dampness or rodents, with roof drainage adequate to prevent water damage. Sec. 18-114 requires screens on basement windows and, from June 1 to October 15, on every window, door or other ventilation opening, using screening of at least 16 mesh per inch.

Sec. 18-143 lists the minimum sanitary facilities every dwelling unit must contain: a private room with a water closet, a lavatory, a room with a bathtub or shower, and a kitchen sink separate from the lavatory. Sec. 18-145 requires water heating facilities capable of delivering water at 120 degrees Fahrenheit. The Building Official enforces these standards under Sec. 18-63 by condemnation, vacation order, correction order, citation, forfeiture or injunctive relief, and Sec. 18-70 sets the penalty for any Housing Regulations violation at a fine of $25.00 to $500.00 plus costs, with default of payment punishable by five to 60 days in the Rock County Jail.
