Sec. 1 adopts the 2024 International Property Maintenance Code (IPMC) as Salinas's Property Maintenance Code, and Sec. 2 rewrites several IPMC sections for local enforcement. 3 requires any owner or operator who furnishes heat to tenants, whether by express or implied lease terms, to continuously maintain a minimum room temperature of 68°F in all habitable rooms, bathrooms, and toilet rooms, with an exception only when outdoor temperature falls below the locality's winter design temperature of 32°F and the heating system is running at full capacity.

1 makes the owner or authorized agent responsible for keeping the property exterior and premises clean, safe, and sanitary regardless of any third-party contract, while occupants can be held jointly liable for contributing to violations. 14 requires tight-fitting insect screens of at least 16 mesh per inch on doors, windows, and other ventilation openings year-round, with self-closing screen doors, unless air curtains or repellent fans are used instead. 1 requires structures to be kept free of insect, rodent, and vermin infestation, and the code official may require a licensed exterminator's written report and follow-up verification.

3 lets the code official order correction of electrical hazards such as inadequate service, improper fusing, or extension cords used as permanent wiring. Sec. 1 creates the Community Development Code Enforcement Division to implement and enforce the code, and Sec. 2(c) sets fees under Salinas City Code Chapter 11B-4's Schedule of Fees and Service Charges. Where the IPMC conflicts with any other City Code provision, Sec. 1 makes the City Code control.
