Section 15.20.263.010 adopts the International Property Maintenance Code (IPMC), 2024 Edition, published by the International Code Council, expressly "as a supplement to the California Health and Safety Code and Title 25 of the California Code of Regulations." That makes the IPMC the local maintenance and habitability baseline the building official and code enforcement division use for existing structures, including rental housing, on top of the state's substandard-housing standards.

The city amended the IPMC's own enforcement mechanics. Section 15.20.250.100(G) replaces every reference to a "board of appeals" in IPMC Section 107 with "building appeals board," and adds a new subsection 107.5 that routes IPMC appeals to the same five-member Napa-Solano Chapter of the International Code Council panel used for the Building, Residential, Plumbing, Mechanical, and Electrical codes, with at least two members certified in disabled access for accessibility appeals. Where code enforcement, rather than the building division, initiates the case, Section 15.20.250.100 sends the appeal through the Title 8 code-enforcement appeal procedure instead.

Violations of the IPMC follow the same citywide rule as every other adopted construction code: Section 15.20.250.101 makes noncompliance a misdemeanor subject to Chapter 1.16 penalties and Chapter 8.10 administrative fines, treats the condition as a public nuisance subject to abatement, and counts each day the violation continues as a separate offense.
