Rent control rules in Corona, CA β also known as rent stabilization or rent cap ordinances β limit annual rent increases and protect tenants from displacement.
Corona has no local rent control ordinance, but California's statewide AB 1482 (Tenant Protection Act of 2019) applies to most rental units in the city. AB 1482 caps annual rent increases at the lower of 5% plus local CPI or 10%, and limits tenancies to 'just cause' eviction after 12 months of occupancy.
Corona has not adopted any local rent control or rent stabilization ordinance. However, California Assembly Bill 1482 (Civil Code Sections 1946.2 and 1947.12), effective January 1, 2020, applies statewide to most residential rental units. AB 1482 limits annual rent increases on covered units to the lower of (1) 5% plus the local Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim area, or (2) 10% total. For 2026, this typically results in a maximum increase between 8% and 9%. Increases are capped at two per 12-month period, regardless of timing. Exempt properties include: single-family homes and condominiums when the owner is not a corporation, REIT, or LLC with corporate members, AND proper notice of exemption is given to the tenant; new construction less than 15 years old; deed-restricted affordable housing; duplexes where the owner occupies one unit; and certain hotel and dormitory housing. The law sunsets January 1, 2030, unless extended. Tenants who receive non-compliant rent increases can refuse to pay the excess and are entitled to recover three times the overcharge in court. Corona has not adopted vacancy control; rents may be reset to market between tenancies on covered units.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Corona code enforcement directly for current fines, enforcement procedures, and hearing options.
