Grand Prairie, TX Rental Property Rules: Rental Registration (2026)

Section 28-20 requires the operator of every apartment complex in Grand Prairie to file an annual apartment certification application with the housing and neighborhood services director. 00 processing fee and a photocopy of the driver's license of the property manager or whoever completes the application. That fee is waived if the complex is a certified participating member, in all program phases, of the Grand Prairie Police Crime-Free Multi-Housing Program, or if the complex scored a Tier 1 rating the previous year. The city must issue or deny the certification within sixty days of receiving a complete application, and filing the application itself constitutes the owner's consent to inspection of the entire licensed premises at reasonable times by the city's housing enforcement, code enforcement, building, sanitarian and fire inspectors.

A change in either the operator or the owner of an existing complex triggers a new filing requirement: the new operator or owner has ten business days from the effective date of the change to apply for a new annual certification, and if the prior certification was denied or revoked, the city can issue only a provisional certification with special conditions the housing and neighborhood services director sets. Certifications run for a calendar year, from January 1st through December 31st, and management must display the current certification openly in the leasing office.

Section 28-21 lets the city deny a certification to any tier of complex that fails Tier 3 minimum standards, whose owner or manager is a registered sex offender, or whose applicant was convicted of a qualifying drug, prostitution, weapons or moral-turpitude offense within the last three years.
