If no current address is on file, the town treats the property-tax mailing address as the landlord's address for service of orders. Registration fees, fines or assessments cannot be passed on to tenants through rent increases. A landlord who never registers, or who registers but fails to update the file, is also deemed to have violated Conn. Gen. Stat. § 47a-6a and to have committed an unfair trade practice under Conn. Gen. Stat. § 42-110b.
