Beginning July 1, 2019, all rental dwellings with one or two units that have been the subject of a violation which are currently being rented or leased or are held out to the general public for rent or lease shall be registered with the Building Official. All other rental dwellings with one or two units not already registered may be registered at option of the owner. All rental dwellings and transitional living facilities requiring a permit pursuant to section 5.38.020 shall be deemed registered upon issuance of a permit therein.
