New Rochelle, NY Rental Property Rules: Rental Registration (2026)

Chapter 261, adopted July 19, 2016 by Ordinance No. 163-2016, defines a student housing business as a one-family, two-family, three-family or multiple-family dwelling that is otherwise zoning-compliant and houses three or more students attending, about to attend, or on break from a college or university. Under Section 261-3, registration runs annually: businesses must register no later than September 30 and the registration expires May 31, with a new filing required every year. A business that starts operating after September 30 has 30 days from commencement to register.

The online registration form required by Section 261-4 must list the property address, business phone, fax and email, the corporate name, the owner's contact information, the number and location of smoke detectors and whether a fire alarm system or extinguishers are present, the presence and location of hazardous or chemical materials, the designated property manager (a live-in superintendent or a local managing agent based in New Rochelle or an abutting town available around the clock), and the number of students and bedrooms for each semester.

Once filed, the City issues a registration certificate that must be prominently displayed at the property. Any change to the information on file must be reported to the City within 30 days under Section 261-5. If the City finds false information in a registration or a violation of the chapter, Section 261-6 gives the business 10 days from notice to correct it before the City revokes the registration.
