Under the Residential Quality Support Ordinance (City Code ch. 17, art. V), it is unlawful to rent out any dwelling unit, unless it's owner-occupied, without first registering the property's contact information online with Rockford's Community Development Department. Registration must list the property's address and PIN, the number of units, the owner's name and contact details, and a local property manager if the owner lives more than 120 miles away. There's no registration fee, but missing the deadline triggers escalating fines: $50 for the first 30 days late, $150 through day 60, then up to $750 per day after that until the owner complies.
