Rowlett STRs must comply with the city's noise restrictions: Sec. 10-427(c) bars any violation of city noise rules, and the guest safety sheet sets quiet hours of 10 p.m. to 7 a.m. Monday-Saturday and 10 p.m. to 9 a.m. Sunday. A local contact must respond to complaints within 30 minutes.
Noise is regulated for Rowlett short-term rentals both by the STR division and by the city's general noise restrictions. Sec. 10-427(c) of the Code of Ordinances (Ord. No. 007-23) states flatly that violations of the city's noise restrictions shall not occur at a short-term rental. The required guest safety information sheet (Sec. 10-428) must inform guests that quiet hours are between 10:00 p.m. and 7:00 a.m. Monday through Saturday, and between 10:00 p.m. and 9:00 a.m. on Sunday, 'as per city noise restrictions.' Enforcement leans heavily on the local point of contact: under Sec. 10-427(b), the owner must provide full contact information for a 24-hour local point of contact, who must respond to complaints concerning the unit within 30 minutes or less, and within 30 minutes of any contact from the city. A second complaint, or a citation issued to guests, obligates the owner to take steps to prevent future complaints, and a third repeat violation in any 12-month period results in permit revocation (Sec. 10-427(f)(9)). The city publishes a dedicated 24-hour STR complaint hotline (800-808-3126) so neighbors can report noise and other disturbances. Because the underlying limits are the city's general noise restrictions, the STR rule effectively imports whatever decibel and nuisance standards the city's noise ordinance sets.
Any violation of the city's noise restrictions at an STR violates Sec. 10-427(c). The 24-hour local contact must respond within 30 minutes; failure to control repeat disturbances escalates toward permit revocation after a third repeat violation in 12 months. Violations are strict-liability offenses (Sec. 10-434.6) and can result in fines. Report noise to the 24-hour STR hotline (800-808-3126) or 911 for emergencies.
