Rowlett's STR registration runs through Sec. 10-425. Owners file a city application with a floor plan, parking plan, and evacuation plan, notify neighbors within 200 feet, pass inspection, and include the permit number in every listing. Permits renew annually and expire January 31.
Registration of a short-term rental in Rowlett is governed by Sec. 10-425 of the Code of Ordinances (Ord. No. 007-23). The owner submits a city-provided application that is considered complete only when the form, all required documentation, and all fees have been received. Required attachments include a floor plan, a parking plan, and an emergency evacuation plan, plus an affidavit showing that notice was sent to every residential property owner within a 200-foot radius of the proposed STR. The city provides the surrounding-owner list after the application is submitted. A guest safety information sheet must be prepared and displayed inside the unit near the main entrance (Sec. 10-428). One central rule of the program is advertising discipline: Sec. 10-427(f)(1) prohibits advertising an STR without first obtaining a permit and requires the assigned permit number to be included in all advertisements and listings; external on-property signage advertising the STR is prohibited. Records of bookings and fees must be kept for at least three years and produced to the city on request. The annual permit expires January 31; applications received after December 15 are valid through January 31 of the following year, and renewal must be filed 30 days before expiration. A 24-hour STR complaint hotline (800-808-3126) is published for residents.
Failure to register, advertising without a permit, omitting the permit number from a listing, or posting external advertising signage are violations of Article XI. Penalties under Sec. 10-434.6 reach a fine not exceeding $500 for registration/permitting violations. The city may deny, suspend, or revoke a permit (Sec. 10-434.3), and a third repeat violation within 12 months triggers revocation.
