Springfield, OR Short-Term Rentals: Occupancy Limits (2026)

Springfield Development Code section 4.7.355 splits short-term rentals into two tiers with different standards. A Type 1 short-term rental, defined in subsection (A), must have 5 or fewer guest rooms, meaning any room or rooms used or intended for use by one or more guests for living or sleeping purposes, and 10 or fewer total occupants under subsection (A)(1). Subsection (A)(2) allows the rental up to one full-time-equivalent nonresident employee. Subsection (A)(3) limits food service, when offered, to overnight guests only, so a Type 1 rental cannot run a public-facing restaurant or cafe out of the same building.

Subsection (A)(4) requires the dwelling to be owner- or operator-occupied, tying the occupancy cap to a resident host rather than an absentee investment property. Type 2 short-term rentals, covered in subsection (B), carry no numeric occupant cap in this section but must keep food service to overnight guests and must maintain at least 400 feet of separation along the same street from another Type 2 rental, spacing the more intensive, non-owner-occupied rental type across a neighborhood. Because the occupancy cap sits inside the same subsection as the room count and employee limit, Development and Public Works checks all three figures together during Site Plan Review or Minimum Development Standards review before issuing a short-term rental approval.
