Casa Grande Municipal Code § 5.28.080(A) lets the city suspend a short-term rental permit for up to 12 months if the property accumulates three verified violations of Chapter 5.28 within a 12-month period. Subsection (A)(1) carves a specific exception into that three-strikes count: a violation based on an aesthetic issue, solid waste disposal, or vehicle parking does not count toward the three verified violations needed for suspension, unless the violation is also a serious threat to public health and safety. In practice this means a short-term rental that repeatedly draws parking complaints, such as guests parking on the street or blocking a neighbor's driveway, will not lose its permit through the ordinary three-strikes path unless the city can show the parking problem rises to a genuine safety threat.

Parking violations remain enforceable on their own terms under the city's separate traffic and parking code, and § 5.28.050(A) still requires short-term rentals to comply with traffic control laws generally; the carve-out only affects whether a parking citation is counted toward the chapter's own permit-suspension trigger, not whether a citation can be issued in the first place.
