Passaic, NJ Short-Term Rentals: Short-Term Rental Parking Rules (2026)

Section 100-15A(9) makes parking part of the mandatory Short-Term Rental Registration Certificate application: the owner must list the number of all on-site parking spaces available and certify that every effort will be made to avoid and/or mitigate issues with on-street parking in the neighborhood in which the short-term rental is located, resulting from excessive vehicles generated by the short-term rental. The section then sets a numeric cap, renters shall be limited to one vehicle per two occupants, unless otherwise approved by the City. So a short-term rental with a maximum occupancy of, say, six guests can have no more than three renter vehicles on site or street without a separate City approval.

The rule works alongside the occupancy load defined at § 100-1, the maximum number of occupants the City's Code Enforcement Inspectors set for the unit based on the building, fire, and property maintenance codes, since the vehicle cap is pegged directly to that occupant count. The parking disclosure and vehicle-ratio certification are both required at the initial application stage, so an owner who can't supply on-site spaces or credibly limit renter vehicles risks the application being found incomplete before a certificate is ever issued.
