There is no STR-specific registration in the Montebello code. However, Chapter 3.40 defines hotel broadly to include apartment houses, rooming houses, and similar structures occupied by transients, and transient means occupancy of 30 consecutive days or less (MMC 3.40.020). Under MMC 3.40.050, each operator renting to transients must, within 30 days of commencing business, register with the tax administrator (the city license collector) and obtain a transient occupancy registration certificate, which must be posted conspicuously on the premises. The certificate states the operator name, hotel address, and issuance date. Because a short-term rental meets the hotel/transient definition, this registration requirement applies to STR operators.
Renting to transients without registering and posting the required certificate violates MMC 3.40.050; failure to collect and report tax is separately enforceable under MMC 3.40.100 with penalties and interest under MMC 3.40.120.
