Section 228-3.C requires every STR applicant to submit the initial registration fee of $750 along with the permit application to the East Orange Short-Term Rental Subdivision, and specifies the fee shall be nonrefundable, including in the event that the application is denied. The same dollar figure recurs at renewal: § 228-3.E requires the owner to submit a renewal registration fee of $750 annually, on the anniversary of the original permit issuance, and repeats that this renewal fee is likewise nonrefundable even if the renewal is denied.

Because the permit runs for only one year from issuance under § 228-3.D, an East Orange STR owner effectively pays $750 every year to keep operating legally, on top of any fees or open construction permits the property must clear under § 228-3.A before a permit issues. The permit is also non-transferable: § 228-3.F voids it automatically the moment the STRP changes ownership, so a buyer inherits no credit for the seller's fee and must submit a brand-new $750 initial application. A revoked or suspended permit likewise requires a fresh initial application and a new $750 payment before the property can resume STR use.

Chapter 228 ties this fee to the permit itself rather than to nightly revenue: it is a flat registration charge, not a per-stay or percentage-based occupancy assessment, so the amount an owner pays does not vary with how many nights or how much rent the unit generates in a given year.
