No person shall erect, place, display, maintain or use any obstruction, booth, stand, counter, furniture, awning, billboard, sign, flag or temporary or permanent fixture upon any public place, right-of-way or other public surface or subsurface drainage facility, for any purpose whatsoever, without first obtaining an encroachment permit from the city in accordance with the provisions set forth herein.E.No work or activity of any nature shall be performed in a public place, right-of-way, or other public surface or subsurface drainage facility, without first obtaining an encroachment permit from the city in accordance with the provisions set forth herein.F.No person shall drop, place or leave any brick, stone, gravel, sand or building material of any kind or nature in, on or under a public place, right-of-way or other public surface or subsurface drainage facility or discharge or cause or allow to flow or run, any water or other liquid upon any public place, right-of-way, or other public surface or subsurface drainage facility, within the city unless authorized, in writing, by the city consistent with this article.
