020 requires any person who wants to perform work of any kind in a public way within the city to apply for a permit, with the city weighing the capacity of the public way to accommodate proposed facilities, potential damage to existing public or private improvements and landscaping, the public interest in minimizing disruption from repeated excavations, and the impact on existing roadway improvements and traffic. 030, applications go to the city public works director; property owners or tenants for whom work is done are responsible for obtaining the permit, though contractors may apply in their own name.

Only licensed general contractors, property owners installing or replacing less than 500 square feet or 110 linear feet of sidewalk, curb and gutter, or driveway approach adjacent to their residence, or persons occupying the public way for scaffolding, staging, signs, awnings or similar work are eligible to apply. 030(E), though a hand-dig exception exists for sprinkler and landscaping work in unpaved areas per subsection (I). A denied or disapproved application may be appealed by filing written notice within 10 days, with the city council required to hear the appeal and render a decision within two weeks.

050 and may cover project review, inspections, and diminished useful life of the public way; the public works director may waive fees for below-median-income housing rehabilitation or qualifying beautification projects. 010 expressly includes sidewalks and walkways, public streets, roads, alleys, rights-of-way and easements, but excludes utility easements outside public ways.
