22-4-4: ENCUMBERING PUBLIC WAYS WITHOUT PERMISSION: No person shall encumber or obstruct or cause to be encumbered or obstructed, any street, alley or other public place in the Village, by placing therein or thereon any building material or any article or thing whatsoever, without having first obtained written permission for the Director of Public Works.
