Casper, WY Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Casper Municipal Code § 12.24.030 makes it unlawful for anyone owning, occupying or controlling premises fronting a sidewalk to place, or let sit, broken glass or ware, filth, rubbish, refuse, snow, ice, water, oil, mud, garbage, ashes or tin cans on the sidewalk or the adjoining half of the street. The same section bars parking a vehicle, trailer, box, bicycle, toy or merchandise for sale on the walk. Section 12.24.010 carves out only fixed municipal fixtures already there by necessity or ordinance, such as barricades, refuse cans, streetlights, utility poles, fireplugs and parking meters, or anything the city manager has separately given written permission to leave in place.

Property owners who want to use the sidewalk temporarily, or reshape it, must ask the city council directly; council can grant the request only if a minimum of five and one-half feet of open sidewalk remains along the whole modified frontage, measured from the back of the curb to whatever structure sits closest to it. The rule was last amended by Ordinance No. 12-25 on July 15, 2025, following an earlier 2019 update (Ord. No. 12-19). Enforcement runs through the city manager's office under Section 12.24.070, which directs the manager to investigate reported obstructions and see the article enforced.

Because Chapter 12.24 sets no obstruction-specific fine, violations default to the citywide misdemeanor penalty in Chapter 1.28: a fine of up to seven hundred fifty dollars, with Section 1.28.020 making each day the obstruction continues a separate offense.
