Conway, AR Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Conway Municipal Code Section 9.20.01 places sidewalk cleanliness and clearance squarely on the adjoining property: any owner, possessor, tenant or occupant of real estate in the City of Conway, Arkansas must keep the sidewalk in front of or alongside their property free of dirt, filth, paper, salt and other accumulations, plus wood, timbers, chips, trash, boxes, barrels, casks and linoleum, whether or not those items are attached to the sidewalk, along with anything else that is unsightly, unclean or deleterious to health. The rule applies at all times, not just after a complaint, so a resident who lets yard debris, moving boxes or a parked trash cart sit on the public sidewalk is already out of compliance.

Section 9.20.02 makes a violation a misdemeanor, punishable by a fine of not less than five dollars nor more than twenty-five dollars, and treats each day the obstruction remains as a separate offense, so a persistent blockage compounds daily rather than being a single charge.
