Chapter 9.20, Sidewalks, adopted by Ordinance No. A-280, places the duty of sidewalk upkeep on private parties rather than the city. Section 9.20.01 requires the owner, possessor, tenant, occupant, or anyone who has control of any real estate within the City of Conway, Arkansas, to keep the sidewalk in front of or alongside that property free and clear at all times of dirt, filth, paper, salt and accumulations of any kind, and free and clear of wood, timbers, chips, trash, boxes, barrels, casks and linoleum, whether or not attached to the sidewalk, and of any goods, wares or things that are unsightly, unclean, or deleterious to health.

The duty is continuous ("at all times"), not triggered only after a complaint or notice from the city, and it attaches to whoever controls the property, which can include a tenant or occupant as well as the record owner. Section 9.20.02 enforces the duty: anyone who fails or refuses to keep the sidewalk free of the listed substances or things is guilty of a misdemeanor and, upon conviction, faces a fine of not less than $5.00 and not exceeding $25.00, with each day the failure or refusal continues charged as a separate offense.

That per-day structure means an uncleared sidewalk can generate a new citation daily until the obstruction or debris is removed, giving code enforcement a recurring tool rather than a single one-time penalty. The chapter does not describe a formal notice-and-cure period before a citation issues, so responsibility runs directly from the property's control to the person cited.
