Glynn County, GA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 2-13-24 of the Rights-of-Way ordinance sets out the county's core sidewalk and road obstruction rules for the unincorporated area. Under subsection (a), obstructing a public road, street, sidewalk, beach access or other public passage without a Glynn County permit becomes unlawful once the person purposely or recklessly renders the passage impassable "without unreasonable inconvenience or hazard" and then fails or refuses to remove it after an official request from the county or an order from a peace officer. Subsection (b) separately bans knowingly and intentionally blocking or interfering with public access to or from a beach via any public street, roadway, alley, or easement, regardless of a permit.

Subsection (c) makes it unlawful to excavate or alter the surface, shoulders or sides of the same public ways without a permit, and subsection (d) bars erecting signs or symbols in the right-of-way meant to discourage public use, except as allowed elsewhere in the chapter. Subsection (e) bans overnight camping within the right-of-way of any public road, street, beach access or passage, except in the designated campgrounds at Blythe Island Regional Park or Altamaha Park, or under a specific county permit. The Glynn County Police Department and Code Enforcement Division enforce these provisions under § 2-13-42, and the Public Works Director can order a violator to remove equipment or facilities left in the roadway under § 2-13-40.
