Hudson, NH Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Article IV of Chapter 284 (adopted January 6, 1969 as Ordinance No. 45) is Hudson's obstruction rule for streets and sidewalks, and it is narrow: it addresses snow placement, not merchandise displays, sandwich boards or construction debris. Section 284-12 makes it unlawful for any person, firm or corporation, while plowing, shoveling or removing snow, to place snow from their own property onto the street in a way that impedes traffic or makes extra work for the Town's snow-removal crews. The prohibition runs against whoever does the plowing or shoveling, whether a homeowner clearing a driveway or a contractor clearing a commercial lot, and it covers snow pushed into the roadway that sits directly alongside the four-foot sidewalk defined in the adjoining Article V (§ 284-14).

Enforcement runs through the District Court: § 284-13 sets a maximum fine of $25 per violation, imposed at the court's discretion. The chapter does not set a per-day or repeat-offense schedule the way the neighboring bicycle-and-horse article does, so each act of pushing snow into the road is charged as a single violation up to that $25 ceiling. This section sits alongside the Town's separate Chapter 317 rule against interfering with snow-clearing operations on public streets, though each chapter carries its own penalty schedule and Chapter 284's obstruction rule is enforced independently.
